Step 1: Add the tax and service charge percentages, since both will apply to the base price of the meal.

4% + 5% = 9%.

Step 2: Find the maximum and the minimum of the meal's base price (BP). Use an inequality.

$7.01 ≤ 1.09BP ≤ $9.99
$6.43 ≤ BP ≤ $9.17.

Thus, [A] and [B] are incorrect, so all that's left to pick is [C].
