The question is not clear. Are α, β roots of $$x^2+3x-10=0$$? If so...

$$x^2+3x-10=0$$ or $$(x + 5)(x - 2)=0$$ so α=-5 or β=2 ..... as α<β.

So α-1= -6 and β+2=4.

Hence the new equation $$(x + 6)(x - 4)=0$$ or $$x^2+ 2x - 24 =0$$
