The board claims that doing so will preserve open spaces and lessen the strain on municipal resources such as schools and garbage disposal. Critics of the changes argue that the plan will harm the community or, at the very least, will fail in its purpose.

Which of the following, if true, most supports the claims of the critics of the plan?

(A) Other towns have had mixed success with similar zoning plans.

I think the correct ans should be C. Because the statement is in contrast to the objective of limiting construction of building. On the other hand The zoning plan is not there to completely stop construction. Hence there are bound to be few constructions therefore option D does not support critics view.

As per my understanding, the answer should be "C" because it says that "New apartment buildings would not be limited under the zoning plan" means apartment building can be built under zoning plan and it will then increases population i.e. overcrowd which is the failure of the plan.

(E) The distance to the nearest garbage dump is irrelevant to an argument about how to prevent overcrowding.

Hello,

I think the options are wrong in this question. Option C does not talk about property taxes but is a mirror image of option D
