Step 1: Understanding the question
Plotting normal distribution curve with a mean of 110 and standard deviation of 8, refer to the attachment
When 95% of the readings lies between 94 to 126 and 68% lie between 102 and 118, remaining region ie blue = 95% - 68% = 27%
Hence, percent between 94 to 102 = 27/2 = 13.5%

E is correct
