We know that $$bc = 60$$, thus if b is doubled, we get $$2bc' = 60$$, where c' is the new value of c. It is easy to see that $$c' = \frac{c}{2}$$ in order to keep the product equal to 60. The percentage decrease is computed as $$\frac{\frac{c}{2}-c}{c}*100 = 50%$$.
