Notice the answer choices are given in terms of powers of 10. This is a hint that perhaps we should do that to the question. If we do so, we would change .01 to 10^-2, and .0001 to 10^-4. Since .0001 is squared, we should also square 10^-4, and (10^-4)^2 can be simplified as 10^-8, since exponents with exponents in parenthesis should be multiplied. At this point we have:

10^-2
10^-8

If we multiply both the numerator and denominator by 10^8, we'll have

10^6
1

So we know the numerator is a million times bigger than the denominator, giving us answer choice C.
