Explanation

The first key rule to remember when we talk about median in to arrange our values in increasing order.

Now, the 15 least populous states will all be in category A and we have 15. We have to reach half-way our increasing values up to the top around 25 26 of our 50 states.

The next least populous category is B, which contains 9 states. Taking these two categories together gives us 24.

The next 12 entries in the list belong to category C. When we do have an even number of data or numbers from which we have to calculate the median, the median is the average of the TWO middle values.

As such, 25 and 26 both are within C category, so we do not need even to calculate.

Our answer is C.

I considered only categories A to E, which gave me 44 states. According to that, median will be in B. But we had to consider all 50 states, where median will be 25 and 26 and that lies in C.
