The convoluted regulations plus other issues make the particular cyber crime at stake (theft identity) difficult to handle and contrast.

You need two words that show the identity theft are not under control because of a particular scenario. Viable = means possible

It is out of context.

I still don't get why not viable and why it's intractable instead. do both not fit the sentence?

uncontrollable=not controllable
These two words are giving same meaning with and matching with the context.
So,Ans. would be (E,F)
