As we see from the options, A and E are reciprocal of each other so anyone can be the answer depending upon what the question is asking.

Count the total number of squares and the total number of squares is 13.

It asks ratio of the number of shaded squares to the total number of shaded and unshaded squares

OR

the ratio of the number of shaded squares to the total number of squares

Number of shaded squares -> 5
total of shades + unshaded squares = 5 + 8 = 13

Therefore, the ratio = 5/13
Answer choice E
