Explanation

count the number of dots to the left of $$19$$ in the x-axis and above $$110$$ in the y-axis

There are altogether $$9$$ such dots, given that altogether there are $$25$$ students
% of students less than $$19$$ yrs old and above $$110$$ pounds = $$9/25 * 100 = 36%$$
