Explanation

Here the key words are : few inept crimes. Which means that in that district few crimes were committed by someone silly or stupid. I.E the crimes were cunning, not by the crime itself but by who committed them.

As such: the killer was certainly a person wth acumen and shrewdness.

If you miss this word, then the meaning of the sentence is exactly the contrary.
