The appointment of ethics officers suggests that they believed politicians would become unethical after their election to office.

Only the word venal comes close to unethical amongst the list of choices.

This is a simple cause and effect type of sentence.

This is because we are looking for a word which means unethical and scrupulous is its exact opposite. Unscrupulous would have been a perfect fit.
