The information above can be translated into $$\frac{250,000x + 300,000y}{x+y} = 265,000$$. Solving we get $$x = \frac{7}{3}y$$. Since 7/3 is greater than 1, x is greater than y.

With a glance in the average of two counties, we consider the average is nearer to county X so it's number of houses are more while it has more influence on the average.
also:
average = X * 250000 + Y * 300000 / (X + Y ) = 265000
so:X * 250000 + Y * 300000 = X * 265000 + Y * 265000
35000Y = 15000X
so X is bigger.
A is correct.

good one, especially the 7/3 > x part
