Is there really a diference between perpetrated and commited?


Yes, there's always a difference, even between synonyms. "Perpetrated" has harsher connotations, and emphasizes the victim of the crime more than "committed" does. When speaking of direct crimes that hurt people, such as vandalism, "perpetrated" is better.

However, either one would fit this context just fine. Perpetrated is better, but committed works too. I don't think you'd see something like this on the GRE, so it's best not to worry about it.
