Explanation:
This is a time contrast based sentence.
What is initially mentioned in the sentence will be contrasted in the other part.
"Until after" gives the clue that the previous behavior would be opposed.
Thus those that were actually the SPONSOR of the bill are not anymore.
The only relevant choice to oppose one sponsoring is to _detain_.

I believe it is D " Relieved".
it is says that the bill was not opposed, hence the sponsors were relieved.
Until after yeah contrast but still does not change the way the sentence go.
