What we are looking is opposite of rude or bizarre. We need to select word which is close of proper manner and urbanity (refined manner) is right choice.

Some customs travel well; often, however, behavior that is considered the epitome of (i) _______ at home is perceived as impossibly rude or, at the least, harmlessly bizarre abroad.

The word "however" indicates a contrast introduced in the ideas in the sentence.

Since the behavior abroad is considered at least harmlessly bizarre or impossibly rude, at home it will be perceived in exactly the opposite way - very polite.

Thus urbanity - which indicates the quality of refinement - is the correct answer.
