we need contrast to boldded line====
Safeguard== because majority of emigrates are labor, not fit
Till== out of scope
Pound=== strike heavy blows repeatedly:

Pulverize==== different meaning what we are looking for.
Plough=== only suitable option, which fills a gap between contrast part and other

Till has got a secondary meaning which s to prepare and cultivate for crops
