The key words here are INNOCUOUS (benign, harmless) and FEW.

The sentence creates a contrast.
It says "Because mercury has many HARMLESS uses, FEW people realize that it is a __________ substance."

Let's predict HARMFUL for the blank.

Answer choice A (acidic) seems harmful, but no other answer choice is synonymous with acidic

Answer choice B (irritating) is different from harmful.

The answer choices that best fit our prediction are DELETERIOUS and PERNICIOUS
