(A) hobbled and (D) hamstrung are the correct answers.

The clue is “lack of funding.”

The space mission has experienced setbacks due to lack of funding. Therefore word in blank has to be something like halted or held back. (A) hobbled and (D) hamstrung are similar words meaning to hold back. (F) scrapped could work but has no synonymous word among the answer choices.

The clue for me for this was "while greeted with enthusiasm.." I knew the next blank would be an opposing term
