We must address the fact that the committee gave a qualified vote to Jones.

if the same consensus gave the same rating to 95% of the people than Jones could not be qualified. Because ALL people have a good rating.

As such, the committee is not reliable to give a rating.

A, instead talks that the same members are not qualified. However, we do not have sufficient information t assert this and also we need to weaken the argument about Jones nOT the committee itself

However, just because the consensus gave 95% people "highly qualified" it does not mean that the "highly qualified is false". It could be that being a highly qualified judge is easy (we don't know)

For example, if a CPR training committee trains people on CPR and gives 95% people "highly qualified" because they are able to perform CPR effectively. It does not invalidate the label that people who finish training are "highly qualified".

But then again A also doesn't make sense. I guess GRE expects us to know for a fact that being a "highly qualified" judge is difficult?
