Since RS = ST = TU = UR, we know that quadrilateral RSTU is a RHUMBUS (aka diamond shape)

As such, we can keep all sides the same length
when we "squeeze" the sides horizontally, like this:

In this case, we can see that the lenght of RT is less than 13

Alternatively, we can also keep all sides the same length
when we "squeeze" the sides vertically, like this:

Another approach is:

Since RST is a triangle and RS = ST = 10,

RS - ST < RT < RS + ST i.e.,

10 - 10 < RT < 10 + 10 ==> 0 < RT < 20.

RT can be any value between 1 and 19, therefore the answer is D.
