Explanation

The perimeter of R is and the perimeter of S is 30 + 10 + 30 + 10 = 80, and the perimeter of S is (4)(5) = 20. Therefore, the perimeter of S is $$\frac{20}{80}$$

shouldn't we simplify the fraction to 1/4??

Yes, of course.

ETS clearly states that you can insert the right fraction or equivalent.

$$\frac{20}{80} = \frac{1}{4}$$
