Dear Smitha,

as a general rule for Sentence Equivalence you must choose 2 answer choices that give you in the blank the same meaning

The blank requires intelligent use of resources. The answer I guess should be 'husband' and 'steward'.

Husband means to use resources economically.Steward means to manage or supervise resources.

The sentence states that while the colonists would eventually push westward, they had to first deal with the challenge of a long and difficult winter. And it had to do something with their existing resources. Clearly they have to preserve the resources if they have to successfully push westward. Hence, steward and husband are the correct answers.

How can "steward" work, although it is a noun and not a verb ?

Those are the only options and they mean: manage

C and E are correct.

Not a good sentence and actually it tests nothing
