“other social scientists often deploy those tools to model” gives us the clue that model developed by Economists have use beyond economics. Hence the first blank should be “versatile”. And second blank is about using model developed by Economists by other social scientists to explain decisions that have no obvious economic consequences, Hence the second blank is “explicate”

IMO: for first blank the versatile is correct based on the evidences that " it could be used in different fields- economics and social science. populist is "theme trap" and "eclectic" could be ignored since no information that how the model is developed is given, apart sentence is more about the utility of model. For the second blank decision being "interpolate" is again nonsensical, rather information could be interpolated to reach at decision, leaving "explicate" as legitimate option.

The phrase "that other social scientists often deploy those tools to model" clearly indicates the choice should be versatile. Here populist does not make sense, as it is not something that appeals to the masses, rather the mathematical tools are simply usable by others as well. Eclectic, which means deriving ideas, style, or taste from a broad and diverse range of sources, is not supported by the meaning conveyed by the sentence.

Now, coming to the second blank, replicate does not make sense as other social scientists are not trying to reproduce the exact decisions of the economists using the mathematical tools. Interpolate is a clever option because these mathematical models use a technique called interpolation to arrive at decisions and a student of mathematics could be misled into choosing them. Only explicate which means to analyse and develop an idea makes sense in the context.

Other social scientists also use these versatile mathematical tools to explicate decisions which have nothing to do with economics.

Hence the correct answer choices are versatile and explicate.
