Take: $$pr > ps$$
Subtract ps from both sides to get: $$pr - ps > 0$$
In other words, pr - ps is POSITIVE

Now take: $$pqr < 0 < pqs$$
Rewrite as: $$pqr < pqs$$
Subtract pqs from both sides to get: $$pqr - pqs < 0$$
Factor out the q to get: $$q(pr - ps) < 0$$
Since we already know that pr - ps is POSITIVE, we can safely divide both sides of the inequality by $$(pr - ps)$$
When we do so, we get: $$q < 0$$
