Of the other three possibilities, one pairing, “prosper” and “flourish,” are synonyms, but the mayorship of a municipality on the verge of prosperity would be a desirable job, so that pairing does not fit the meaning of the sentence. Thus the correct answer is disintegrate (Choice B) and crumble (Choice C).
