From the graph for total expenditure for 1980 we get approximately 68 billion.

The line graph with public and private expenditure is for percentage rather than actual amount. For 1980 public expenditure was approximately 38%
In amount that would be $$\frac{38}{100} * 68 = 25.84$$ billion.
