Kudos for the right solution and explanation

If 1/3 of the 3,600 employees are clerical, then there are 1200 clerical workers.

If 1/3 of the 1200 clerical staff are laid off, then 400 clerical workers are laid off.

This means there are 800 clerical workers remaining.

Since 400 workers were laid off, the NEW employee population = 3600 - 400 = 3200

"What percent of the total number of the remaining employees would then be clerical?"

Of the 3200 workers, 800 are clerical workers

800/3200 = 1/4 = 25%

out of 3600 employees $$\frac{1}{3}$$ are clerical hence clerical employees = $$\frac{1}{3}$$ * 3600 = 1200

If $$\frac{1}{3}$$ of clerical employees are removed then total number of employees removed = $$\frac{1}{3}$$ * $$\frac{1}{3}$$ * 3600

Employees removed = $$\frac{1}{9}$$ * 3600 = 400

Left over clerical employees = 1200 - 400 = 800

Left over total employees = 3600 - 400 = 3200

Percentage of clerical employees = $$\frac{800}{3200}$$ * 100 = 25

total no of employees=3600
clerical employees before reduction=(3600/3)=1200
these employees are to be reduced by 1200/3=400
now total no of employees=3600-400=3200
no of clerical =1200-400=800
percentage of clerical employees=(800/3200)*100=25%

1/3 of 3600 employees of company X are clerical ==> # Clerical = 1/3 * 3600 = 1200

Removed clerical by 1/3 ==> # removed clerical = 1200 * 1/3 = 400 ==> # Remaining clerical = 1200 - 400 = 800

As those clerical removed, # employees in company X also reduced by 400 ==> # Remaining employees in company X = 3600 - 400 = 3200

Therefore, the percentage of clerical in the company = 800/3200 = 0.25 = 25% ==> Answer is A

P/s: In my opinion, this question is quite vague, as it should mention that the # of employees in company X will be decreased after the removed clerical. If they say remove clerical, those clerical may transfer to other departments or do other jobs and the # employees in company X still remain and the answer should be B in this situation. Hence, I think it should say "fire clerical" instead of "remove clerical"
