Explanation

A “birth lottery” is offered as an example of the sort of element the first word describes. Since a lottery is random, based on chance, you would like your first word to be something like “due to luck,” and that is just what aleatory means. The second word looks to be roughly synonymous with “gifts.”

Dispensations will work there, while encumbrances and piques are both negative.

Aleatory, dispensations.

The key words here are BUT, LOTTERY and GIFTS

To paraphrase the beginning, we get: We'd all like to believe that we, alone, create our own success, BUT to believe that is to neglect the (i) _________ element present in all lives, beginning with a birth lottery that...

The BUT tells us that, for this blank, we need a word that is the opposite of people creating their own success.
Also, the word LOTTERY hints at the missing word.
A good prediction for the word is LUCK
Check the answer choices.....ALEATORY is a good fit.

Now onto the second blank.
Notice that the second half of the sentence has some nice parallel phrases: "...beginning with a birth lottery that assigns to some such GIFTS as intelligence and to others such (ii) _________ as wealth.

The parallel structure suggests that the missing word should be the synonymous with GIFTS.
So, let's predict GIFTS for the second blank.
Check the answer choices.....hmm, none of answer choices seem like a perfect match for GIFTS.

That said, DISPENSATIONS has a gift-like/lucky connotation to it, but let's examine the other answer choices first.

An ENCUMBRANCE is a burden or impediment. That certainly doesn't come close to GIFT
Likewise, none of the definitions of PIQUES come close to being a decent match with GIFT

Best answer: ALEATORY & DISPENSATIONS

Cheers,
Brent
