GIVEN: n = 0.00025 x 10^4
Move the decimal point 4 spaces to the RIGHT to get: n = 2.5

GIVEN: m = 0.005 x 10^2
Move the decimal point 2 spaces to the RIGHT to get: m = 0.5

We get:
Quantity A: 2.5/0.5
Quantity B: 0.5

Evaluate:
Quantity A: 5
Quantity B: 0.5
