C will be the right option.
(8-3)^2 = 25 and (-2-3)^2 = 25

Since m has TWO possible values, we must test each case

case i: m = 8
We get:
QUANTITY A: (m - 3)² = (8 - 3)² = 5² = 25
QUANTITY B: 25
In this case, the two quantities are equal

case ii: m = -2
We get:
QUANTITY A: (m - 3)² = (-2 - 3)² = (-5)² = 25
QUANTITY B: 25
In this case, the two quantities are equal

Cheers,
Brent
