Hi all,
I need an explanation on the following question:

Jacksonville, (i) ______ its designers' goal of accommodating an open community with no obvious class differences, has become a fully hierarchical society.

A. obstructing
B. disregarding
C. affirming
D. reflecting
E. upholding

The answer is A but I wonder why B can not be the right one.

The city X, disregarding certain rules or going against the rules for creating an equal society, made the society exactly the contrary: not free and equal but hierarchical.

the only logic answer is A

Doesn't that mean the answer is B? B is disregarding, yet the answer above says A which is obstructing.

I mean for me the OA is B.

I pointed out wrongly above. Then if the OA is A for me it has not much sense.

"its designers' goal of accommodating" is a process which can be obstructed, OBSTRUCT means to prevent or hinder (movement or someone or something in motion).
Can be disregarded too, but obstruct is more appropriate here.
