Ameliorate means to make something that is in a bad shape already, better.
basically improve it.

The sentence makes the claim that something has been done about the country's problems by foreign technocrats. This could be a positive or negative change (i.e. the problems could have been solved or made worse).

The text after the comma gives us more insight. It says that asking further assistance would be counterproductive (harm the nation's interests) therefore it was a negative change.

The only two words that work in this context are exacerbated and worsened.
