here the answer should be opposite of sporadic means occurring at irregular intervals or only in a few places

so present in every place should be answer ubiquitous is the answer

option A is correct

while indicates contrast.

one guy (optimist) thought that corruption was sporadic (not everywhere)
other guy (cynic) felt that corruption was everywhere.

You could also do contrast as follows:
optimist - no/less corruption
cynic - corruption everywhere

ubiquitous means universal.
