In 1977 Total health expenditure was approx \(47\) billion.
From per capita graph for health expenditure we know that per capita health expenditure for 1977 was approximately \(240\)

Hence from the information we can form a equation to solve for population during 1977 i.e. \(\frac{47*1000000000}{x}\) = \(240\)
x = 195833333 = approximately 195 million.
