For easy calculation lets take the value as integer

1. \(\frac{1}{3}\) of refugee housing expenditures = \(\frac{1}{3} * (0.12 * 60)\)= 3.6 million

2. \(\frac{1}{5}\) emergency workers expenditures = \(\frac{1}{5} * (0.2 * 60)\)= 2.4 million

3. \(\frac{1}{4}\) of its commodities expenditures = \(\frac{1}{4} * (0.2 * 60)\) = 3 million

4. \(\frac{2}{3}\) of its post-disaster assistance expenditures = \(\frac{2}{5} * (0.13 * 60)\)= 5.2 million

Therefore total expenditure = \(3.6 + 2.4 + 3 + 5.2 = 14.2\) = nearly equals to 13 million i.e. option E
