Explanation

Find the difference between every point x and y in the two coordinates points you do have

-7 - 1 = -8 = | -8| = 8. We need the mid point, so 8/2 = 4 . -7 +3 = -3. Our y is -3

Same with the x coordinate point.

4 - (-2) = 6 = 6/3 = 2, so 4 - 3 = 1. This is our x

Our point is (1, -3). C is the answer

x-coordinate --> -2+4/2 = 1
y-coordinate --> 1-7/2 = -3
