For it to be two digit the maximum value that k will be = 4 , because if K = 5 then J = 10 , then it will be three digit

Therefore OTY A < QTY B

Another way is thinking real numbers.

The only options we do have in which j is twice k are: $$21,42,63,84$$.

B is > of A

PS: a really good question would specify that j is twice the unit digit K.
