I selected the right answer but was wavering between two options A & C. I was wavering C because "matter of duty" seems like they "just have to do as a procedure" to expose even the "well-established" hypothesis, therefore I think the first blank of C works well. The second blank was my decision point, only A would work best for the second blank so I selected.

Would love to welcome anyone help me examine whether my reasoning is correct and hear your explanation
