We need an answer that helps to curb the homeless population if the new plan goes into effect. A does it best as then the homeless would be forced to find a new place, and given the occupancy of homeless shelters is less than fifty percent, this plan seems to work perfectly.

C would weaken the argument.

B, D and E are irrelevant arguments.
