Explanation

for the avg number of pages per newspaper refer to the bottom chart
avg in $$1940$$was $$30$$ hence at least twice that would be $$60$$
Therefore all the yrs in which avg was $$60$$or more would qualify there are only three years when the avg is $$60$$or more
1960,1970 and 1980
option B
