Numbers less than 50 percentile could be anything <48.5. There isnt much information to compare the 40th percentile with 40.5
One could fall into a trap, if you think about linearly distributing the values between and finding 40th percentile which would be less than 40.

Here, the unknown information is the type of distribution of the information. Lets consider the Normal and Linear distributions.
In Linear, the percentile follows the number of students. So 60-50 percentile is 10 percentile corresponds to 56.5-48.5 = 10.
Now, 40 percentile is 50-10 percentile which gives 48.5-10 = 40.5, so option C
But, we exactly don't the distribution here, so we can't choose C.
As the information is missing, we can go with option D. (We can go with this option right in the beginning, but just ensuring we are not missing out anything.)
