From the bar graph total number of orthopedics are $$12.3 * 1000 = 12300$$
Among them 10 percent were sued hence the number of orthopedics that were sued is $$\frac{10}{100}$$ * $$12300 = 1230$$

From the question, twice as many anesthesiologists as orthopedics were sued. Therefore total number of anesthesiologists that were sued = $$1230 * 2 = 2460$$
Total number of anesthesiologists can be obtained from the pie chart (3.3%) = $$\frac{3.3}{100}$$ $$* 421300 = 13902.9$$
Hence in percent = $$\frac{2460}{13902}* 100 = 17.69$$ rounded to 18%
