From the bar graph total number of orthopedics are \(12.3 * 1000 = 12300\)
Among them 10 percent were sued hence the number of orthopedics that were sued is \(\frac{10}{100}\) * \(12300 = 1230\)

From the question, twice as many anesthesiologists as orthopedics were sued. Therefore total number of anesthesiologists that were sued = \(1230 * 2 = 2460\)
Total number of anesthesiologists can be obtained from the pie chart (3.3%) = \(\frac{3.3}{100}\) \(* 421300 = 13902.9\)
Hence in percent = \(\frac{2460}{13902}* 100 = 17.69\) rounded to 18%
