This one is fairly simple algebra. Lets simplify and isolate for x in the first equation:
$$3x + 6y = 69$$
$$x + 2y = 23$$
$$x = 23 - 2y$$

Plug x into the second equation:
$$2x – y = 11$$
$$2(23 - 2y) – y = 11$$
$$46 - 4y - y = 11$$
$$46 - 5y = 11$$
$$46 - 11 = 5y$$
$$35 = 5y$$
$$7 = y$$

The answer is $$y = 7$$
