The easiest way to solve this would be to solve for b, meaning to push everything to the right side of the equal sign until only b remains on the left.
So:

3(a+b) = 7

divide both sides by 3:
a+b = 7/3

subtract a from both sides:
b = 7/3 - a

Thus the answer is A.
