We know that the digits of a 5 digit number can take values 0, 3 and 5. Each digit has 3 options.

However the first digit cannot be 0 so it has 2 options.

Total number of 5 digit numbers that satisfy our criterion = $$2 \times 3 \times 3 \times 3 \times 3=162$$
