Explanation

Total support for arts in 1988 = $630 million

Total Support for arts in 1991 = $ 520 million

We find out how much is $60 million as a percentage for both the years:

% Support (for $ 60 million) in 1988 = \(\frac{60}{630} \times 100 \approx 9.5%\)

% Support (for $ 60 million) in 1991 = \(\frac{60}{520} \times 100 \approx 11.5%\)

So all companies that have more than 9.5% in 1988 and 11.5% in 1991 satisfy the condition.

Only 3 categories satisfy this condition, service, manufacturing and other. Hence C is correct.
