Explanation::

Factorize 24 = 2^3 * 3

i.e 24 = 4 * 6 and 3 * 8 , similarly 6 * 4 and 8 * 3

Therefore total 2 digit numbers are = 46, 64 , 38 and 83
i.e. 4 two digit positive integers
