Here,

1) From the graph it can be seen that only in the year 1998 the total expenditures increase the most from the year before.

2) For the year 2001,

private school expenditures = $30 total expenditures =$ 160

Now,

private school expenditures were = $$\frac{30}{160} * 100 = 18.75 = 19$$% of the total expenditure
