Explanation

Tough question unless you use the concept of weighted average: which element has more weight on the average as whole.

We do have \(\frac{2*25,000 + 1*35,000}{2+1}\) \(= 28,33333\). rember that Dep X has twice the employees of Dep Y.

As such, considering that X has more weight with 2 and Y with one the average goes toward X.

A and B are the only possible answers.
